Though Richard was born on a U.S. Air Force base overseas, he was raised in Southern Louisiana from an early age. He earned a Bachelor of Arts Degree in Political Science from the University of Louisiana at Lafayette, where he received the faculty’s Crisler-Levine award for outstanding paper in the political science department.

Subsequently, he graduated with honors, Cum Laude, from Loyola School of Law, obtaining his Juris Doctor degree. During his time at Loyola, Richard distinguished himself in the Moot Court Program, competing nationally as both an oralist and brief writer, and serving on the Moot Court Board in his senior year.

Following his law school studies, Richard served as a judicial law clerk to the Honorable Dee D. Drell, United States District Judge for the Western District of Louisiana. In this role, he gained valuable experience in various practice areas, including complex litigation, personal injury law cases, and insurance dispute claims.

After completing his clerkship, Richard returned to New Orleans to practice law and contribute to the city’s recovery efforts. He is an active member of the Louisiana State Bar Association and is licensed to practice in all Louisiana state courts. Additionally, he is admitted to practice before the United States District Courts for the Eastern, Middle, and Western Districts of Louisiana, as well as the United States Court of Appeals for the Fifth Circuit.
